What Is an ICNIRP Assessment and Who Needs One?

Electromagnetic fields (EMF) are all around us, from the wiring in our walls to WiFi routers and mobile phone masts. But how do you know whether the levels in your home or workplace are high or low? That is where an ICNIRP Assessment comes in.

What Is ICNIRP?

ICNIRP stands for the International Commission on Non-Ionizing Radiation Protection. It is an independent scientific body that publishes exposure guidelines for electromagnetic fields. These guidelines are widely used around the world, including in workplace regulation, as a benchmark for acceptable exposure.

What Is an ICNIRP Assessment?

An ICNIRP Assessment is a survey in which EMF levels are measured with calibrated equipment and then compared with ICNIRP guidelines. It typically covers three areas:

  • Electric fields, from wiring and cables
  • Magnetic fields, from electrical panels, appliances and power lines
  • Radiofrequency (RF), from WiFi, smart meters and masts

The result is more than a set of numbers. A good assessment records where and when each reading was taken, then explains how it compares with the relevant guideline.

Who Might Need One?

Employers and safety managers. In Ireland, employers must comply with the Safety, Health and Welfare at Work (Electromagnetic Fields) Regulations 2016, which follow EU Directive 2013/35/EU. Workplaces with welding equipment, induction heating, industrial machinery or high-current installations often need a formal assessment, and ICNIRP-based limits are part of it.

Workers at particular risk. People with pacemakers or other implanted medical devices, and pregnant workers, may need extra consideration.

Home buyers. If a property is close to power lines, a substation or a mobile mast, an assessment gives independent information before you complete the purchase.

Homeowners and remote workers. If you want to understand your home or desk setup, an assessment gives you facts rather than guesses.

What Does the Report Include?

A clear report should explain which sources were found, the readings for each room or work area, how they compare with the guideline, and practical suggestions, such as repositioning a bed, desk or router.

What an Assessment Cannot Do

An ICNIRP Assessment measures fields and compares them with guidelines. It cannot diagnose medical symptoms or determine their cause. Some people also prefer more cautious benchmarks, such as Building Biology guidelines for sleeping areas, which are stricter than international limits. A good surveyor will explain which standard is being used and why.

Choosing an Assessor

Ask which equipment is used and whether it is calibrated, which standards the report follows, what the written report includes, and whether the results are explained in plain English. Be cautious of anyone who makes dramatic health claims or pushes products straight after measuring. Also remember that ICNIRP publishes guidelines but does not certify assessors.

Final Thoughts

EMF is present in every modern building, so the useful question is how much, from where, and how it compares with recognised guidelines. An ICNIRP Assessment answers that with measurements rather than assumptions, whether you are an employer meeting your duties, a buyer doing due diligence, or a homeowner who wants clarity.
